1. The Islamic Republic of Pakistan has applied  for financing  from the Asian Development Bank (ADB) toward the cost of Second Power Transmission Enhancement Investment Program – Tranche 3. Part of this financing will be used for payments under the contract named above. No nationality restrictions apply, other than any restrictions arising from ITB 4.8.
 
2. The National Transmission and Despatch Company (NTDC, “the Purchaser”) invites sealed bids from eligible Bidders for the Procurement of Substation Equipment (Protection Relays for NTDC in North Area). The contract mainly includes supply of protection equipment as detailed and specified in the Bidding Documents.
 
3. International competitive bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope bidding procedure and is open to all Bidders without nationality restrictions.
 
4. The Bidder must satisfy the evaluation and qualification criteria in Section 3 of the Bidding Document including the following key requirements:
 
? Successful completion as main supplier within the last ten (10) years, of at least one (1) contract valued of at least USD 1.8 million with nature, and complexity similar to the scope of supply described in Section 6 (Schedule of Supply).
 
? Offered goods shall have been in production for at least five (5) years, and been sold a minimum quantity of 100 percent of required quantity of similar type (same or higher rating and capacity) and specification in a continuous period of twelve
(12)  months  in  the  last  ten  (10)  years  which  have  been  in  operation for  a minimum continuous period of three (3) years.

7. To purchase the Bidding Document in English language, eligible Bidders should:

? Pay a non-refundable fee of PKR 5,000.00 or USD equivalent by cashier’s cheque, pay order or demand bank draft in favor of Chief Engineer (Material Procurement & Management), NTDC, 8th Floor, Shaheen Complex, Egerton Road, Lahore, Pakistan. The document may be collected in person or may be sent by express airmail for  an additional fee of PKR 3,000.00 for domestic delivery or USD 150.00 for overseas delivery. No liability will be accepted for loss in transit or late delivery.

9. When  comparing  Bids,  ADB’s  Domestic  Preference  Scheme  will  be  applied  in accordance with the provisions stipulated in the Bidding Document.
